I don't know why people still keep thinking this is multiball when there has been no sign of another faction mafia kill. This game looks like it is the same setup as the other Pokemon game that had 1 mafia faction team and the other team were cult.

I can see it being though. Hard to draw many associations and most scum will be able to blend easier which explains why it's harder to find them. So focus is going to be on town reads and PoE'ing the rest out.
