Luffy, Law, Dragon, Blackbeard, then from here depends if we get Sabo vs Akainu if yes then Zoro/Sanji will take out one because no one else from D clans is strlng enough unless we get new characters. But Sabo was noted to have a chckered fate too similar to Dragon so maybd same exception for Zoro

When the critical moment came about, Joyboy's nakama did not believe in him, and without their support, Joyboy lost. Think of Enies Lobby: had Usop not screamed at Luffy, Lucci would've won. Had the Merry not believed in the SHs, the buster call would've defeated them all.

Luffy already Faced Pirate known as "Strongest" and even if you believe He isn't No. 1, it doesn't change the Fact that from what People know of, Kaidou was considered "Embodiment of Power" and his Plan involved Using Wano to "Conquer The World" by turning the entire World into his Battlefield
Next Villain is Pirate known as "Richest" and just like Kaidou it doesn't mean He has the Most Gold, but it means He is "Embodiment of Wealth", and just like Kaidou, his Plan involves Using Mary Geoise to "Buy The World", meaning turn it entirely into his Treasury.
And Oda already Spoiled who this Guy is in Fishmen Island Arc when We heard the Song:
