I believe that in Streussen's case, it's due to his DF ability to manipulate food, with the whole cake plateau being composed of food. No?
Based on the reactions, cutting large structures is indeed quite a feat. e.g. Kinemon and Kanjuro being in shock witnessing Zoro cutting Pica, or Marines and Luffy being in shock witnessing Mihawk cutting the ice berg. Kaku's all out Rankyaku while in Hybrid, didn't manage to fully lift and remove the tower, but simply shifted it a bit, which goes to show what strength is needed.
I also believe that technique to some extend is needed too, in order to cut precisely. iirc, Zoro complained about swords he cannot fully control yet causing too much destruction around the cut, and that is despite him being a great swordsman. So I doubt someone like Garp could cleanly cut through the ice berg using Yoru. As Mihawk phrased it, a sword without grace is no good sword.

Wait correct me if I am wrong but isn't the cloud that Venus cut extremely durable? Like that bird Gorosei failed to break it even with CoC or something?
