Goofy with FS can't dodge something as small as hakai. And it was a small pebble compared to what Kuzan can do.

Observation haki is the most inconsistent thing in the series so you may be right, however consider that Garp likely knows how Kuzan fights as well.

I think the 20 kings doesnt have bad intentions when they fought Joyboy. The only one evil was Imu who was manipulating the others kings

Either there is a certain aspect of the Joy Boy Void Century story really shady that makes him somehow evil or it's incredibly stupid and no one would believe it or no one would care under normal circumstances. Or since it's a short chapter, Oda just ended it there and could not expand the chapter in time.

Since Roger found One Piece and Vegapunk not, it can be assumed that Roger pirates knew more about AK and Void Century than Vegapunk does.
