I'm not particularly fond of Koku'ou but she's clearly been portrayed to be general calibre, Hara used a Rigan general as her hypetool and this was all the way back during Kokuyou hills.
The same could be said for Shiryou, she has slain two generals (Earl Kou & Ji Aga) and is clearly competent enough to lead her own independent army, even without Sou'ou.
