The issue with this is that the Gorosei is 5 top tiers, I dont think only the straw hats will fight them. Therefore this pattern doesnt have to be followed.

May not be, not all Enel Priests fought Straw Hat but Zoro still fought the strongest.
Same for CP9 as Franky wasn't one back then.

But if Luffy fights the captain, Zoro always fights his strongest subordinate. And in 1v1 Zoro always fights second strongest guy in the arc.

Oda has yet to explain why the Gorosei can't take damage and are always regenerating, once Oda explains it and reveals how the Gorosei can be damaged, that's when Zoro will finally permanently damage Nusjuro.

But this arc just isn't it for that.
