The only "development" he's gotten in the entire arc is being told to us that he has family. You can not be serious if you think sanji wasn't a complete shallow soulless trash and Zoro the complete character with actual emotions drive layers and felt like a relatable human being.

Sanji’s entirely story arc and the entire purpose of his flames are fueled by emotions

But in this Arc no other strawhat has had the level of relevance that Luffy has had

I’m asking and no luffy is definitely no fraud luffy hasn’t lost at all this whole arc and oda has barely added luffy in theses recent chapters all the other straw hats have been getting more screen time

Luffy has earned his yonko title 1000 times over but screeen time ≠ importance

From the beginning of Wano Luffys importance to the overall story in comparison to everyone else on the crew is pretty big

Even Zoro's family lineage got delegated to an sbs

Even Vegapunks message increased Luffys importance to the overall story

Only Vivi who currently isn't a strawhat has the level of importance that Luffy has
