While the likes of Kizaru and Saturn can't really beat anyone (aside grandpa Vegapunk). Kizaru can't damage Franky and got blocked by Sanji's boots. Saturn got blocked by Chopper and Brook
Without bias we can say Lucci has better feats than so called Top Tiers. Lucci also showed awakening while Kizaru doesn't

If we were still in Wano arc and you had to guess: between Lucci and Kizaru:
1. One will one shot Sentomaru and the other can't one shot bandaged Sentomaru
2. One will show awakening while the other doesn't
3. One will fight Zoro while the other got blocked by Sanji
4. One will eat 3 named attacks from Nika while the other got one shotted
Everyone will quickly say Kizaru will do all the better ones while Lucci will do all the worse.
Look at the reality, look at how much Lucci actually over performs himself in this arc.
