Kinda but not fully tbh
First off nobody really used it pre timeskip much so It is what it is there

I feel like Sakazuki definitely has it and will use it in his eventual fight against luffy no problem

When it comes to Kuzan and Borsalino tho it doesn’t really bother me because similar to katakuri they’re both kinda mentally nerfing themselves for years if not decades. Once they go all out and unapologetically be themselves and fight for themselves I can imagine them showing it off in a similar fashion to kata

And again for issho and aramaki while them having it would be cool them not being tied to luffy much doesn’t help them at all sadly
Honestly same reason I’m 50/50 with the cross guild trio. Like on paper I see it and it makes enough sense but on the other end eh idk
