Luffy wasnt even using ACoC. Purely his fruit. And he only attacked Saturn once and fucked him up. The rest was just him trolling them.

This was not even Zoro alone since he get help from jinbei before and after .

ACoC is what propelled Luffy to top tier status and allowed him to puch Kaido to a high diff fight.

G5 is Luffys devil fruit peak, he still needs his Haki to be a properly functional fighter.

You don't do a high diff battle and then go fight alliance and then come back to fight G5 luffy again.
Low~mid at best.

Kaido said that hes using his fruit while coated in both hakis, not that he always uses them lol. We even see clear indicators of ACoC usage when Luffy uses WSG versus his second punch on Kizaru who only used basic armament haki. So no he doesnt use it all the time.

Maybe not for offense but defense purpose.
It's straight up dumb to say Be uses his peak without haki.
It's like saying Ashura and KoH has no haki just Sword skill.
