Mihawk's attack wasn't top tier level. Mihawk didn't take the war serious at all.

Aokiji attacked a distracted Jozu who wasn't using his diamond defense DF power at the time. He never nullified his defense.

As you can see he's not in diamond mode when he's first attacked and Aokiji even pointing out that he was distracted.

We have never seen anyone hurt Jozu in diamond mode.
