Oda is talking about whole series in entirety and not on the basis of arcs.
Oda said he planned Zoro as a maincharacter before he came up with Luffy iirc. It isn't even new news, this shit was known before.

The strawhats are the protagonists.
A series can have multiple protagonists but also multiple deuteragonists.
On a scale of One Piece, a deuteragonist can be found in every arc usually the one who's the centric character of the arc flashback.

Overall across the story, Zoro will always be the second protagonist, that's just the overarching build up for Zoro.
Doesn't make him the second stagetaker every arc tho.

Some people can't comprehense the fact that one piece is a stage-flexible story, it is only natural to have multiple protags, multiple deuters and multiple antas in such a story.

He incorporated ryuma a protagonist of another story in one piece through zoro. That doesn’t mean there are 2 protagonist or a deutergonist in the actual story just that zoro is based on one

It’s pretty obvious the second main character just depends on the arc. With it constantly changing up

Within the crew zoro’s definitely the strongest after luffy but he isn’t any more important than the rest of the crew
Zoro like oden, ace, or Yamato are characters that you wouldn’t expect to work under anyone. Something constantly highlighted about zoro to usually further hype luffy for having him as a subordinate

The concept Oda had and what he ended up doing is two different things

It zoro was what you fans wish,
His backstroke wouldn't treated like some side irrelevant background story to be told in sbs
Zoro would be beating main villains
Zoro would be the MVPs of many arc
Zoro wouldn't be less important than Law and Kid in PH, DR, Wano
The dude wasn't even important in yonko saga : missed WCI and defeated a mere YC in Wano
