They are Simply Highlighted Characters of Egghead Arc
They are Faction Leaders + Garling who was Introduced this Arc + Koby/Sabo/Aokiji who had their own Sub-Plots this Arc

Oda drew same thing in a Punk Hazard Color Spread when Law & Luffy made an Alliance, and Law made his New Age Speech, it showed Yonko + Four Supernova Alliance + Aokiji/Akainu who made Punk Hazard like that + Doffy who was Main Villain

But i just wanna mention the thing that everyone is missing here, if Oda created such Page, it means there isn't Elbaf Arc yet, We will continue with same Cast & Sub-Plots We just witnessed in Egghead

Egghead is just another Punk Hazard Arc
Next Arc is gonna be Continuation of this War just like Dressrosa Arc
Meaning Luffy will End up in Imu's Kingdom, Next Arc is Mary Geoise, not Elbaf

Meeting Giants & wanting to go to Elbaf is no different than meeting Kin'emon & Momo in Punk Hazard, it doesn't necessarily mean Next Arc is Elbaf, something gonna happen to ruin that Journey

Some people will use this moment to slander Mihawk and Crocodile but they give 0 fucks about the OP
They have a different role

Crocodile and mihawk are going after the one piece

1. Buggy going for it automatically means so will they
