Carrot lost her father/Brother Figure and Mentor after said Pedro choosed to take his life for Luffy in the belief that Luffy woudl bring the dawn of the world.
Carrot still doesn't know the meaning behind the concept of the dawn and she was surprised when Pedro said this:
This means that Carrot is currently probably wondering what is the Dawn of the world and what is the story behind the Mink tribe and that prophecy.
Its possible that the Duke talked to her about that OR ... not at all.
In reality, Carrot only needs to think about ONE word and her mind should go crazy because of its significance for Pedro!
Its fair to say that if Carrot hear the word "DAWN", she will want to know more. And the only place she should be able to understand that is on the sea. Perhaps even with the strawhats.
This is why we might be just at the start of Carrot's journey and why the Story of Carrot might be related to the Dawn.

Shanks smiles where the rest are laughing clearly states that Shanks' goal is different. The drinking thing kinda tells that he knows the entire history and the One Piece treasure. I think his current goal is to prevent anyone else from finding the One Piece treasure except Luffy. He probably heading to Laugh Tale and goal camping. World Government probably slow down Luffy from reaching the Laugh Tale which helps Blackbeard be the first one to reach Laugh Tale. Or all 4 emperors have battle royale at Laugh Tale. Buggy having 0 road poneglyph still making the battle royale part illusive.
I think people haven't grasped yet that the Gorosei are just lackeys, and therefore not meant to be that big of a deal. Saturn's a jobber? Duh, he's Imu's Mr. 5. It's silly to compare him to the boss of a 150 chapter arc like Kaido.
It's only the main villain that Oda goes out of his way to hype. Katakuri got a lot more glazing before his fight in WCI than King did in Wano even though they have the same rank in their crews, because he was the main boss of that arc.

Yeah I get what you mean. But it likely just there to indicate a very big power gap inbetween "normal sized" Nika doing Nika things and ggn Giant doing the same.

I don't think the appearance of some characters is completely random and they are somehow connected to the Vegapunk speech, even if they are not listening. This is just foreshadowing for the reader, even if most of the readers don't like this dickteasing and simply want to see the plot move forward.
