I think what makes it notable is that the time it takes Garp to handle the fodder and commanders would have been spent keeping up the pressure on Kuzan in more neutral circumstances.

Basically, the situation they were in forced Garp to give up on potential follow up attacks each time he overpowered Kuzan. We have to remember that he was also securing an escape route for defenceless people in chains here. He couldn't afford to let any pirate slip past.
