The question that's none bother to ask
What will happens after the World Government is defeated?
Who will takeover and force their authority on 180+ nations?
Will WG get reformed with checks and balance to avoid tyranny?
Or is the very idea of World Government is incompatible with the ideals of freedom?
Either way, the power will likely shift to whichever Kingdoms/Countries that helped to overthrow the WG and they'll continue to dominate the world in decades/centuries to come.

But, they don't really rule, so much as manage. The Marines are retooled to invite members of every Tribe part of the government to serve, and the government protects people they are unaffiliated with, the exact opposite of the current system, where the Marines/WG takes advantage of the nations that can't pay the Heavenly Tribute and leaves them for dead.
The Reverie will probably become much more frequent, so the government can deal with the changing, connected world.
Each nation has free borders, and welcomes new people, like the Fish-Man Island welcoming pirates who are sailing to the New World.
Koby surpasses Garp and becomes Fleet Admiral.
X-Drake, Smoker, and Kujaku join the Admirals. If they increase the number of Admirals, Helmeppo probably joins, too.
IMO Sengoku became Fleet Admiral to try to change things, but Garp and Tsuru stayed behind as Vice Admirals because they wanted to be able to operate outside the Celestial Dragon's.
The Garp, Sengoku, and Tsuru trio will be revealed to be important at some point.
