If hes crossing names off then by definition he is removing them from the POE pool which in of itself helps narrow down who scum is. So he is trying to find scum by narrowing down the POE.

Everyone who does anything this game has an intent behind their actions, I dont see the game plan from Emils perspective here other then hes trying to get me to Wifom him as town because hes acting anti scum.

Luka is hard cleared, there has to be a rolecrusher for the Whitedeaths passive to make sense. Polar Bear is hard cleared for me, and so am I.
