Sengoku and Garp (before his fight with Kuzan) has less aura points than Rayleigh. Prime Rayleigh might very well be above Shanks. Just wait until Ray’s bounty is revealed lol, it’s not surprising at all if even has 4 bill from the way characters treat him.
