Yes, indeed. It also means that Kaido essentially predicted that Joyboy will appear during his lifetime. This is how far into the future Kaido could actually look. He is always fast on track to predict the enemy's next move; the moment the Shichibukai were abandoned, was the moment Kaido realized that the World Government possesses a new weapon that replaced them. Him choosing Wano for a specific reason, underlines his strategic mind.
Kaidou is an incredibly intelligent monster... Having Wano as his territory and natural fortress is a masterstroke, not only because it is a natural fortress but also because he was literally aiming to conquer an army feared by the Marines (the Samurai). Although the honor of the Samurai was very rigid and most refused to serve under Kaidou and Orochi’s reign, Kaidou still had the Samurai who served Orochi, which means he conquered and made some of the Samurai serve him. He never stopped trying to break the spirit of the Samurai who refused to serve him, as shown by the fact that Kaidou kept 3 Great Samurai in captivity (including Ushimaru). Wano being a special country even made Big Mom consider if the One Piece might be there. Kaidou had everything planned, including obtaining the Ancient Weapons to instill terror and fear in humanity, which has been recently proven, as the firing of an the Ancient Weapon raised the sea level and could flood several countries, nations, truly frightening this would literally cause fear, and make them Kaidou's hostage, and Kaidou apparently knew all of this).

There is more to complete about him, but the guy was a monster, very intelligent, truly the king of wisdom.
 
I almost drowned today, was on a small airboat and there was strong wind. Boat got overturned by the wind and the current took it, I couldnt swim back to shore because of the current it was really scary.

Thankfully huge waves came by and propelled me forward to where I could stand on my feet in the water.
