Correct. Now decompile the metaphor: A man with a naturally great intelligence can be more productive by increasing his memory capacity, but he's not any more intelligent (processing power) than he started off as. Even if he, for example, wiped his memory - he's still as intelligent as he was before.

I think the only time where BB gonna look impressive and worthy of being Luffy's future opponent for readers is when he gonna defeat shanks in 1 vs 1 without any help. If he doesn't, then we need to throw him (and Oda) away like trashes.
