Rob Lucci should be #9. He's at least above Katakuri whereas I'm unsure whether he's above any YC1. The Gorosei are above everyone in Egghead. I honestly can see the Seraphim being above Sanji.

I give your list a 6.5/10

Portrayal wise Shanks has been hyped up to be the strongest. I like to think past face value. Oda likes to trick us a lot. In my opinion Shanks is stronger than Mihawk.

A few mistakes :

Kizaru is below the Elders.

Sanji is indeed stronger than the Seraphims but he is 100% getting neg diffed by S-Snake hax, so you need to add an exception there.

Stussy is a better fighter than Robin and Doberman.
