If Shanks has a 99, you can be sure Mihawk also has something on that scale.

So far Shanks feat are better, but Mihawk most likely will get great one soon too.
Swordsman specialise in sword skill. Shanks/Roger specialise in Haki. So ofc somebody that specialises in haki will have a more versatile and adaptive skill set. And off could haki>>>swords skill as according to Kaido. Mihawk specialises in Swords Skill and so does Zoro now that we know he was using Odens haki

That's a false equivalence, nobody asked Oda to rank anything, but the answer to your question is neither: I'd make an unordered list, since I don't have a "#1 dish I love the most" or anything like that.
Nobody asked Oda to rank the strongest characters, he just listed 3 of the strongest characters in the middle of a sentence. They objectively don't have to be in any particular order.
That makes sense, but remember oda told us in a sbs along the lines of those that serve under the yonko also affects there bounty so all the strawhats would probably get a raise as well if luffy does
thats why vista is the one drawn shaking out of his boots and mihawk is drawn totally stable and on the offensive.
only one guy has these impact lines lol. vista blocks and his whole body vibrates. its advantageous for him to not lose. and its advantageous for mihawk to get back to his real business.
