The man has move that can destroy a island , like when he hold kizaru the first time why he not turn him pizza then ?
What you list there it not the same as for Kizaru this was something he did not want to do but commit to doing it .
We saw the hesitation , doubts etc etc but the man was 100% trying to do his job .
In fact he wanted to make it as painless as possible and the only reason he get stop is because of luffy or VP would died ages ago.

Kizaru wasn't tying to defeat Luffy and constantly sought openings to dip. Luffy was trying to stop Kizaru from killing his friends. Every time Luffy touched Kizaru was when he was caught off guard and/or not paying attention. In the actual 1v1, Kizaru was blocking everything Luffy threw at him and kept slipping away. Kizaru also only used his light speed in combat once, and Luffy couldn't even see him. What if Kizaru used his speed that cant be tracked by Luffy 24/7? It's easy to come up with hypotheticals.
Loads of the pirates have good stories they just out number the marines as bad guys so a good amount so some not as good,
Still people like smoker or tasgihi , coby , not better written than Don , Croc , buggy , Law ( not going call the SH since tha unfair )
yes this stuff subjective but i doubt you see most people syaing other wise even in cool factor like law and croc .
