I think the only real fraud is Luffy in this entire arc.
Now it's even more shown how Kizaru was mentally disstressed like that. So yes, his performance is easily excused and look at that, dude is still standing there even after taking several G5 hits, including WSG which was G5 Luffy's second strongest move - while being mentally nerfed af.
A bit too random for me personally. What this interaction establishes is that Kizaru is Akainu’s "Partner" like Ben is to Shanks or Killer to Kid which makes it so much more likely to me that Zoro fights him.

I fight with Admiral bros about it but for me there's no debate, Sanji vs Greenbull is happening.
Eh partner and brother aren’t the same. If they were partners Oda would’ve used the same language he has for the others. This was very specific wording towards brother.
And Fuji is fighting Zoro if Sanji is fighting Ryokugyu. Oda tends to pair their opponents like King and Queen, Mr. 1 and Mr. 2, Kaku and Jabra. Ryo and Kizaru aren’t really a pair (plus Kizaru isn’t really much of a swordsman)
