I like Mihawk more than Shanks, just because Mihawk is so weird.

I liked Shanks more until Zoro's training arc with Mihawk, Mihawk's treatment of the Humandrills humanized him a lot to me, because I love people who are kind to animals.

Bonney is a 12-year-old girl, without Haki or her Fruit, she's very weak.

But, with them, she's a powerhouse.

Let's get theoretical here.

In terms of offense and doing damage, the vast majority of Haki skills amount to coating a pre-existing substrate which transfers the effects of Haki from the spirit of the user, to the material body of the target.

It goes (1) spirit (user) -> (2) matter (part of or subject to user) -> (3) matter (not subject to user).

The consequence of this power system is that the relevance of offensive Haki in a fight comes from its ability to augment (2) -- the body or a weapon. At least for the vast majority of the post time skip, there is no such thing as a “standalone offensive Haki” (I'm getting there), it always latches onto a previous fighting style and amplifies it (whether it be brawling / cutting / kicking / sniping / Six Powers), and thus there is a direct correlation between the strength of an user of a certain fighting style and the strength of their Haki. It can be inferred that the strongest master of fighting style X has the strongest offensive Haki among all masters of X.

This differs from other systems where a) “aura” has a physical quality that allows it to exist independently of other physical things and b) as a result of (a), people can develop abilities with complex effects and manifestations entirely within the system (such as by having the aura change its physical properties, or by projecting the spiritual plane into the outer world). One Piece has a clean split between raw power (Haki) and complex effects (Devil Fruits). Hence why Devil Fruits are getting overshadowed by Haki in the power creep. It's easy to increase raw power and make a compelling narrative, whereas it's harder make an interesting story if the escalation in power amounts to endless environmental destruction (nowhere for the story to happen) or instakill effects (no conflict or struggle).

Back to our discussion, the only exception to the offensive rule so far is ranged CoC haki, which as far as we know still acts through a substrate (a sword / a rope) but can exert some amount of damage (or perhaps only physical pain) without the simultaneous employment of a pre-existent fighting style.

Since Mihawk is the World's Strongest Swordsman, it follows that among all people who specialize in fighting with a sword, he has the strongest offensive Haki. Shanks can only escape this fate if he specializes in a secondary fighting style (brawling / kicking / sniping ... ) to such an extent that he can make up the difference, his Haki blasts are more lethal than his Haki coating, or there are secret ranged or perhaps external manifestation (think Susanoo) Haki techniques that we haven't learned of. There is no indication of any of this so far.

The problem which keeps these discussions afloat is that Oda often hides what top tiers are capable of as well as how they compare to one another, he keeps the Haki system as ambiguous as possible so he's able to come up with things later if need be, and he relies more on aura and hype than strict logic.

Mihawk merely wanted to protect his title and test WB's legendary power. Disappointed by WB's decline he proceeded to test Luffy, a rookie he has extremely high hopes for. Mihawk didn't have any beef with WB or his crew, nor did he want any, so he merely stalled Vista. That way no matter who won he would live peacefully even after the dust settled.

Doflamingo only used the Shichibukai for his own benefit as we all know. He stayed out of fights with WB or Marco for an easier ride vs Jozu & Oars (both taken by surprise).

Hancock didn't help the marines at all. She destroyed pacifistas and helped Luffy vs Smoker. She was forced in to the war and had nothing against WB despite him being a man.
