When one of your underlings could have walked in Whole Cake island when it was still under Big Mom, solo everyone there, and then walk out. Or like you said, capture someone like Garp the Fist.

Exactly, it's not that Teach doesn't know. He damn well knows, we saw that in 1081. But knowing and the actual action occuring is a completely different matter. To pack Garp up under his banner must make him feel euphoric, this is something even Teach himself would think 5 times before even attempting in most situations.
