Usopp is the character who is the regular person in a fantastical world. But he really doesn't have the wonder or curiosity for it. He never tries to learn more about the craziness of the Islands. Even during Dressrosa when he unlocked his Haki, he has never tried to understand what happened to him. It makes his character even worst, because not only is he the Weakest member of the crew, but even after all his adventures he hasn't learned or changed.

Oda barely spend time on strawhats screentime. 90% of the time he does now is to use them as a plot tool for a side character or show short panels of their gags to keep the fans interested in the series. One of the several things that makes one piece superior during pretimeskip was the strawhats’ focus. They used to have agency and different dimensions.
The importance of the Strawhats was one of the strongest things in one piece that fans used to brag about and compare to other series.
Had Oda kept his old writing style he would have definitely made Usopp explore on his sudden haki.

Now the focus is shit but you can be happy for Usopp, he and the 5 other crew members still have hope for some panel time and focus in future since they’re teleported with Luffy (considering the manga is ending and this is another separation, characters like Robin who barely existed in Egghead are probably never going to show up again in One Piece till the finale. So this is the end for her character. I wish Robin was in the same spot Usopp is in rn where Oda at least consider him significant to stay
