Fujitora is the only active admiral who
- Directly questioned the government ideology
- Went against the government decision in Dressrosa, as well as giving his voice in abolishing the shichibukai system
- Only marine who actually helped the slaves escape in the middle of marijoa
His relevancy is higher than Kizaru's, let alone Greenbull's. Hell, with his portrayal, he will probably even up leading a new wave of marines after the government will be dismantled by end of serie

- Aokiji is nigh equal to him (10 days extreme diff fight, described as evenly matched).
- Kizaru is also portrayed as being relative to them, as part of the C3 group.
Maybe Fujitora and GB are somewhat weaker than the C3 but I'm not sure to be honest. Fujitora likely has top 3 CoO in the verse, a supreme blade like few other top fighters in the verse (Oden wasn't granted one), and the gravity DF on top of it. GB has the logia forest fruit and a black blade.
Yeah, I'm not really sure if Fuji and GB are any weaker lol.

Akainu having a full on panel fight against Luffy will probably make us gauge the extent of at least Aokiji/Kizaru, who didn't fight like that in this arc. At this point I think he wants to show Akainu before anyone else and (maybe) as the only example of a death match against an Admiral on panel.
