Especially for characters not boosted by a Light fruit.

Assuming other characters don't have better reaction speed than Luffy. You forgot to add this part. Based on which panel do you assume Luffy has the highest reaction speed of any Top Tier that FS is needed to dodge an attack he couldn't without it?
