yeah it is, sanji was never called chief of staff anywhere, just because a tiny group of weaker SHs called themselves the swirly hat pirates doesn't mean anything.
Zoro has been called vice-captain in the manga and he still isn't one, but sanji is aparently a chief of staff somehow despite never being called so anywhere at any point ever.
