no, it will be just like with law
after all law=kidd=top commander=admirals, all lose to teach the same way with the same amount of time. and all gets kamusaries one shot the same way. go ask oda why

he should understood these:
  • Pudding wont be killed since she has her 3Eyes trait
  • Only 2 BB provided so much trouble on WCI. furthermore, 1 was Former Admiral
  • His state rn isnt enough to take an Emperor, looking from his after match with Luffy.
He knew very well about the weight of taking on a Yonkou while having a former Admiral back them.

so, there are 3 Pillars he needed to accomplished first:
  1. Family Register under him. waiting Smoothie-tachi and elect someone worthy from 35 Islands.
    They wont go anywhere if there are unsolved conflict between sibling.
  2. Commander Promotion.
    Re-structure the member from each Commander
  3. Strengthen - Invade with time limit, such as 1 month to go 1 step above all of themselves
    Katakuri

    4 Sweet Commanders (can bring 4 Commanders under) (vary from YC 1 - YC 3)
    16 Commanders (vary from Tobiroppo to YC 4)

    +- 60 rest of BM child (Rear Admiral to Tobiroppo)

    +- 320 Totland real newbie (no homie)
then, they go to sea after waiting for the right moment
