Maybe he is but he needs more feats
Right now I have Sabo equal to King (may not sound that great but I think pretty highly of King and also of Sabo)
But anyway by EOS they should be relative since they should both be god tiers
Can't tell who's stronger right now though.

Best Zoro feats

- Successfully defended himself from Fujitora, even pushed the Admiral back
- Showed clear superiority over Worst Generations Hawkins, Apoo, Killer, and trashed Dressrosa-boosted Pica
- Threatened Kaido's incolumity per Big Mom's own admission, with a move that wasn't even his best
- Overpowered and injured Kaido with casual Santoryu move
- Blocked Hakai from Kaido + Big Mom
- Won clash with Kaido and permanently injured him (Sulong Inu + Denjiro + Ashura Doji + Kinemon combined together couldn't)
- After Adv CoC defeated a YC1 level Lunarian survivor in three hits, countering everything said guy tried to do
- Overpowered Awakened Zoan Kaku with just raw muscle strength (without using Nigori Zake boost)
- Handled S-Hawk the strongest Seraphim pretty casually
- Fended off Awakened Lucci with just Nitoryu, then neg-diff dodged his best move and rendered him unable to fight with a single attack, without using Ashura or even any high-end move (Gear 5 Luffy needed three named attacks, the first two of which did barely anything to Lucci)
- Clashed on par in Haki with top tier Nusjuro who was stated to have "overwhelming presence" much like Shanks back then

Best Sabo feats

- Trashed Jesus Burgess (who at the time didn't have his current Devil Fruit)
- "Fought" Fujitora who was sandbagging per his own admission, using the "fight" with Sabo as an excuse to not get involved in Luffy vs Doflamingo
- "Survived" Imu plus the Five Elders... thanks to Cobra who sacrificed himself to cover his run away, otherwise Sabo was pretty much done and helpless after a single strike, not saying that other characters would do better, simply highlighting how he did nothing noteworthy here (not even considering that even Wapol escaped from Imu and Elders... lol)

Zoro has more powerful abilities, much better feats, plus even a very favorable matchup with Sabo

Zoro > Sabo
Zoro >> Sabo in a 1vs1 fight
