on one hand you have:

Luffy's biggest pirate enemy, the most ambitious character in the series, the most important pirate character after Luffy

and then on the other hand you have:

Koby. Like you said, the only reason he needs it is to "be strong", when Oda's made it clear he doesn't give a damn if characters have/don't have shit. if he wants to make them strong, they're strong.

it's not complicated dude

Oda gave a a direct answer during Wano war. The war allowed us to make a direct comparison between their strength.

Prior to the war some believe Law was stronger because of the people he fought and his captain status. They were confident Zoro was weaker because he is a subordinate.

The war proved them wrong. Not only was Zoro much stronger but it proved you can't determine his strength by the opponents he face. Zoro's opponents are stepping stones to prepare him for Mihawk.

What does any of that have to do with CoC? Blackbeard is also shown to be a complete coward and entirely reliant on his multiple fruits, strong haki has never been something that he's gotten focus for.

He needs to give them something to make them strong, he's not giving Garp's protege and successor a devil fruit, that only leaves CoC, Koby needs it, Blackbeard doesn't.

I think the answer is that master swordsmanship is defined as the ability to cut what you desire and protect what you desire.

The WSSM has the greatest swordsmanship aka the strongest sword skill aka the ability to cut everything they desire.

Because Law doesnโ€™t focus on cutting, but rather shockwaves, he isnโ€™t Zoroโ€™s rival, even if he is still a swordsman. Shockwaves arenโ€™t swordsmanship, even if Law uses a sword to do it.
Wrong as always.

Zoro has possessed 2 shockwave/pressure non-cutting techniques since pre TS.

Hawkwave

Rhino cycle

BM mastered giant swordsmanship that focuses on shockwave/pressure attacks.

If the Pinnacle of swordsmanship is the power to cut or not cut that means not cutting is just as important as cutting.

Zoro beat Queen's game by cutting Apoo without damaging the antidote. That's no different than Shanks beating Kid by cutting his construct without cutting Kid.

Funny how someone whoโ€™s not interested in swordsmanship or strength

Chilled on Bepoโ€™s ass for 2 years while Zoro trained his off fighting baboons

Warlord position same as Mihawk then throws it away as soon as it is useless to him

No training arc since he was 13, yet Awakening out of nowhere + massive durability and AP boost

Roasted an actual swordsman on how they donโ€™t get to choose their deaths

Nothing but focused on history and knowing the truth, yet always on the loop against somebody whoโ€™s made his entire character out of becoming the strongest

Law on nothing but aura keeps Zoro fans pressed 24/7 since Punk Hazard:myman:

Current Zoro vs current Law is a high diff in Zoro's favor
Obviously Zoro is stronger but Law's teleportation hax and moves like Shambles, Gamma Knife, Shock Wille and Puncture Wille would be a pain in the ass for Zoro, not to mention Law can take a beating (his fight against Big Mom proves this) and he could also clash with Blackbeard. Wouldn't be easy for Zoro, but his superior Haki and skills with the sword would give him the win here. Also he could blitz Law with stuff like Shishi Sonson and Onigiri, and those are some pretty heavy moves.
