Wait you have to use all 8 votes? Even if that person maybe never watched all those series or only like certain female characters to vote for.
I don't know but that doesn't seem fair, a user shouldn't be forced to vote for a female character they don't care about.
The idea behind this is to prevent popular shows to have a concentration of votes in detriment of other less popular shows. Let's say 6 users see show A with character B on it. And 3 more users see show C with character D on it. Now naturally if there's no vote restrictions Character B has an advantage over character D and we're not really seeing which show/character has been seen by more users in a season. This would be unfair for character D even if eventually character D is a better character than character B and it would disproportionately be unbanlanced towards character B.
As an example the MAL seasonal contests restricts popular anime to be chosen precisely because everyone would choose them over less popular anime. In WG there was a best song contest where OP/Naruto songs etc were banned because otherwise everyone would vote for them only even if another song was better than from that popular show.
Instead of banning popular shows, the only thing I decided was for everyone to use their votes in full so as to prevent a conglomerate of votes on popular characters only. Naturally there's no perfect system because that would imply that everyone checks every anime every season which is unrealistic, so this small restriction is in place instead of the alternatives mentioned above.
