The animator probably went off script and made Aokiji and Garp fight equally and the director shut him down.

The director was on the storyboard artists side to extend the fight I'm pretty sure, but the series director came down and veto'd it, likely because they didn't view this as "the big episode".

Kuzan doesn't have Acoc, the admiral's fans need to wait for Kuzan to have FS, ACOC and barrier, just to remind them Kaidou has all of this and even has a better DF than LUZAN

This pretty much confirms that 1122 was intended to be the bigger of the two eps. This is likely the reason why they didn't want to give 1121 all the juice.
