The entire navy isn’t betraying the WG. All the current admirals and fleet admiral aren’t suddenly going to throw away their standing.

That was the plot of SWORD already. Sakazuki has to fight Luffy somewhere in the plot; and their history guarantees that Luffy and he will never team up nor will Sakazuki be a blueno type opponent which means no Sakazuki isnt going to defeat Imu and Sakazuki the same arc.
