Shanks is not yonko level.
He used the knowledge he gained by traveling with Roger to make all the shortcuts. He knew what to avoid and what not. He knew all the haki hacks. He probably got his premium blade either by Daddy or Roger.

He got whooped by Mihawk but used his daddy's influence to publish headlines of legendary duels with him.

He was scared of Meme and Kaido and waited for Plot D Sama to deal with them so he can steal the poneglyphs from some runts.

For shanks fans shanks is the strongest in the one piece verse but in reality he isn't yonko level

Shanks fans will say otherwise but most of them are too biased just like any other fanbase

Bounty is only credible to rank characters from the same rank or status or crew
With few exceptions like Urouge, Luffy's, Ace, ...that are symbolic but even Luffy bounty still reflects where he stands
