Elbaf is the strongest nation cuz your average Giant fodder is way superior to your average Marine fodder.
They have the strongest army (foot soldiers etc,.) and that matters a lot, in a world where you have Yonkou actively trying to improve the quality of their own foot soldiers - Big Mom with the Germa 66 soldiers and Kaidou with SMILEs.
