Even Kaido said they aren´t match for him.
He had Big Mom on his side, it was not like he fought all Supernovas alone, in fact neither Kid, Law or Zoro used their trumpcard against Kaido, none of them gone all out against Kaido.
About Luffy you are right, he defeated him twice.
Kaido feat are still impressive but the most important fact is that Current Luffy is equal if not even stronger.
As long as Loki perform pretty good against current Luffy, he can be above Kaido or not, feats are important.
Shonen Logic:
New arc>Usually stronger opponents.
It wont make sense for Luffy to fight Kaido>Go to Egghead and face Kizaru and the Gorosei>to go to Elbaf to face someone who is weaker than Kaido.
It doesn´t make sense based on Shonen logic, but well feats will speak enough.

This only happens to big boos main villains though. For example neither Kizaru or saturn can showed anything above Kaido. Saturn can outlast Kaido due to regen but aside from that he was mid. Kaido has better feats than Kizaru.
It depends if loki is the main arc villain of elbaf like doffy or Kaido or not.
