It doesn't make much sense at all. Even when Saul first appeared, he outright said he wasn't from Elbaf and considered them all barbaric, and even his databook stuff says he's from South Blue, which means there are other giant nations in the world, which is enforced by Oars' people also not being from Elbaf either.

Why Lilin didn't just go to any of these other giant nations for a giant to live in Totto Land or to marry one is just silly. Saul never had any respect for Elbaf culture, so other giants where he's from wouldn't give a shit if Lilin went around smashing the heads of elderly viking giants. Yet now Saul is shown living peacefully in Elbaf and getting along with them, so I guess its either a retcon or Saul grew to like Elbaf after meeting giants from there.

Another possibility is that word spread about Big Mom eating children and killing giants in some giant newspaper publication that little people don't read, which is why only giants knew the full details about her insanity, and why only little people flocked to Elbaf. But that just seems like overreaching. LOda is probably just senile or his editors don't give enough of a shit to correct that.

Even with all of that, some down on his luck giant bum or giant criminal on the run has to exist somewhere that would've probably come to live in Totto Land no questions asked as long as Big Mom paid him.
