If you mean the Reverie:

- not even all countries can participate (only Kingdoms lol). In fact, just a minority does and decide for everyone (50 out 170);
- none of those are elected anyway (as I said, Kingdoms);
- It's unclear how much power they really have. Can a CD overruled the decision? Can the Gorosei? I am not sure about the first, but I would be willing to bet on the second.

The "best" you can is that, at least officially, the have recognized the extreme risks of having one absolute ruler and so they refused monarchy (the empty throne propaganda).
Still, they are officially an extremely strict oligarchy (which obviously is not democracy and not to be confused with It) with a tiny space not for democracy at all, but only for the "lesser" rulers to decide something about the world. And even then, again oligarchy even among the lesser rulers: only Kingdoms and only 50 out of 170 countries. And the decide for everyone and only once every four years.

The kings are equal but they do not decide anything other than common things. The real ruler officially are the Gorosai who have authority on the kings.

All kings can vote, but this vote is like an assemblee ruling a law. The real power stands in the hands of the real rulers : Gorosai and on top of them, Imu.
