We know that neither had devil fruits and for the most part built their crews without really any fruit users in mind. Yeah buggy and uta exist but still 99% of their crews didn’t
That being said I think it’d be cool if while obviously similar the theme of their recruitment process is different. At the very least the theme of their top men. Roger’s top men specifically having really high masters of haki and shanks top men being extremely skilled or proficient in a certain skill
Like Rayleigh and Gaban might be infamous for their mastery of armament and observation haki respectively. Rayleigh potentially getting the name dark king due to his high level of armament haki. We don’t really know much about gaban besides he’s one of Roger’s top men but regardless it’d be cool if he was known for his observation. Also I doubt Roger purposely recruited them for their haki or even strength specifically
With even oden fitting the theme as well in his own unique way. While he might not have the most advanced applications of armament or observation haki through mastering his swords they still might be boosted regardless. Enma obviously enhancing his armament output and ame no habakiri potentially enhancing his observation or senses at the very least. His swords basically being Ying Yang to each other
Shanks on the other hand probably went out of his way to recruit who he did. Likely picking them because he heard of their strength and skill despite them not having devil fruits. Shanks being a lot more calculated than Roger was
Like before joining shanks beckman might have been known as a widely renowned marksman and roux potentially a martial artist. We know he knew about yasopp’s sniper skills before recruiting him. He might have even at one point tried to recruit mihawk too after hearing of how infamous of a swordsman he was but failing to do so. Probably because of his lack of trust in people after his great betrayal
This isn’t to say they have weak haki just that they are likely more famous for their fighting style and that’s the reason he chose them
