I dont see the reason as to why the Yonkos needed so many fodder?

Kuzan, Greenbull and the rest all lost all their auras and are nowhere near those 3.

It’s because One Piece is at its best when it’s the underdogs facing off against the tyrannical government that rules the world. The Marines are the long arm of that government.

It also makes for a more interesting dynamic (when Oda bothers to try) because the Marines are ostensibly the “good guys” getting in the way of our protagonists.

It makes conflicts with good Marines more interesting and the actions of “bad” Marines seem all that more heinous.
