Rogers would be 6.6 billion

assuming their bounties from 20 years ago would get a proportional increase to a steady inflation rate

Inflation is massive in OP. We know how dangerous Doffy is, but before his bounty was frozen, his final bounty was only 340M.

Nowadays we have someone like Pedro having 382M and Pekoms 330M.
