Akainu has 5 billion bounty and didn't even have any territory like WB or a PK title like Roger. 5 billion just based on his strength alone. Imagine that. :SmugRain:

And since this is CG bounty, whose biggest bounty (3.5 billion) is also based on his strength alone, that means Akainu being Top 1 of the verse is approved even by the WSS. Unreal. :pepehawk:
