The only reason Katakuri had it is because he was Luffy's main fight, a main villain in the place of BM.

Underlings : Admirals, YCs, ... are 99% unlikely to have CoC if they're villains to SHs and allies
Only 1 percent : Gorosei and Katakuri have it so far

You have to read between the lines, Zoro hasn't used his power up since Onigashima. No one knows he has it.
Oda doesn't know how to write Zoro at full power and stall him at the same time.
