The stronger you are = The higher your bounty.
But your bounty also includes other danger factors, such as rank, knowledge, etc. So while your bounty estimates your power, it doesn't necessarily describe your PL 100% perfectly.
Luffy needed Food/senzu beans 3 times after fighting Kizaru round 1.
First Kizaru fed him.
Then Giants give him senzu bean.
Then again he needs to eat on Giant ship.
Clearly, he can't re enter gear 5 without eating otherwise he would have done so by the 3rd time.
It's safe to say Kaido never pushed him to the limit of g5 which is why Luffy could continue using it.

It's not lol. It's much more likely him gassing out against Kizaru and not instantly activating G5 again is the outlier, since there's more evidence for that.
He was simply unable to do it because the plot needed him to be down otherwise Saturn couldn't be introduced properly.
Without Saturn, he definitely would have gotten back up.
