He showed up and saw Luffys abilities in g4 and hoped that someone strong enough to beat Kaido could hopefully defeat him and save Vegapunk.
He purposely took a WSG as a way to pretend he was injured so strawhats could escape, but then saw Saturn and said "this is bad".
Then he feeds Luffy hoping he could save Bonney (but Luffy couldn't get up and Kuma had to show up instead).
He then is stalling and also follows order to kill Bonney hoping Luffy would move already, as Vegapunk gets poisoned by Saturn.
He then mercy kills Vegapunk to give him a painless death and fully mentally checks out, allowing Luffy to grab and throw him.
He remains physically uninjured and only talks about his emotional pain for remainder of arc.

I think its better to judge once Kizaru and akainu go full all out. We do not know whether they will have awakening or adv coc and they will make huge difference in how they get ranked. Luffy himself can get better feats in elbaf.
