Oden is Top Tier and Loki probably too. Both have zero cloud in the outside world. Giving Oden a bounty equal to Mihawk or Prime Ray is nonsense imo

I'm shocked by Loki's bounty because i thought he was gonna be irrelevant to the outside world but Oden sailed with Wb and Roger and is the one responsible for reading the poneglyphs.
What is putting him below Ray? He probably matches him strength wise as well.

That poor pirate did not even know any of that and luffy still sneak attack him .

Bounty is based on known achievements and feats to the world government

The 2.6 is impressive but doesn’t mean much till we know what got him the bounty

• Luffy kid and law are all worth 3 billion. Only Luffy is a top tier and an emperor
  • Luffy and law had the same bounty in dressrosa despite the strength and crew gap
• 1.9 billion crocodile, 3.5 billion mihawk, and 3.1 billion buggy. Bb arguably being better than all of them at 2.2 billion
• 2.2 and 3.9 billion Blackbeard are the same level

People think Teach magically grew stronger

2.6bil is pretty impressive tbh. Just under Luffy's Wano bounty which he got for beating Kaido a "Yonko" but wonder what the "special" bit is about. Could be as simple as it just being "Only Dead/Alive" or sumin or maybe the WG isn't really sure what he's actually worth and just slapped 2.6bil on it. Anyways it's interesting regardless ^^

With regards to Loki/Shanks, could very well be that Shanks walked when Loki challenged him to a fight but then again Shanks doesn't get provoked easily and only really fights when he feels the need to so maybe coz of the collateral damage Elbaf might have taken as a result of it? Regardless, I doubt it'd be anything that would show Shanks in a negative light. Oda loves that dude.
