Oden is Top Tier and Loki probably too. Both have zero cloud in the outside world. Giving Oden a bounty equal to Mihawk or Prime Ray is nonsense imo

Oden was still a WB and Roger pirate and was instrumental in reading the poneglyphs and reaching laughtale,if anything his bounty should be pretty high for a 5 year-long pirate career.

Even with CG bounties: everyone with 3B+ have fleets under his control and are part of Navy/WG

Loki having 2.6B pre df and not being affiliated to WG or Yonko is more impressive than Mihawk's bounty
